Lil DeVille is a main character in the original 1990s Nickelodeon animated television series, its various films, its All Grown Up! spin-off, and the 2021 reboot. She is one of the babies who regularly goes on adventures with Tommy, Chuckie, Phil, and later Dil and Kimi. Her defining trait is her love for dirt and eating bugs and earthworms, a passion she shares completely with her twin brother Phil. She and Phil argue with one another frequently, and she usually calls him by his full name, Phillip, just as he calls her Lillian. The main facial difference between the two is that Phil's earlobes are attached while Lil's are not. She is the same age as Tommy, placing her at one year old for the duration of the original series.

In Their Own Story

In the episode "Stu-Maker's Elves", it is implied that Lil, like Tommy and Chuckie, remembers the day of her birth. Throughout the series, Lil is often seen crawling alongside Phil, both of them covered in dirt or holding a worm. She is a constant presence in the Pickles family home and the neighborhood, joining the other babies on their adventures. In the 1998 film The Rugrats Movie, she and the other babies must deal with the arrival of Tommy's new brother Dil. In Rugrats in Paris: The Movie, she is part of the group that travels to Paris and helps Chuckie gain a new stepmother and stepsister. In the 2021 reboot, Lil appears as a baby once again, maintaining her love for dirt and bugs.
